Dear Valued Customer

General Administration of Customs China (GACC) has released Order No. 56 [2017] to adjust the Advanced Manifest rule to ensure smooth customs clearance and effectively strengthen customs’ implementation of safe entry and risk prevention for import and export goods into/from China.

The rule will be effective from 1st June 2018 and includes the implementation of following:

  1. China Customs Advanced Manifest (CCAM) enforcement wherein Advanced Manifest must be submitted to China Customs 24 hours prior to cargo loading on vessels sailing to/from China mainland ports.
  2. The manifest data must be accurate and complete for all goods under the Bill of Lading (BL).
  3. Full details of the Shipper and Consignee (or Notify Party if Consignee is To Order) must be provided in the shipping instruction (SI), so shippers or party to provide SI are responsible for providing below additional data:
    Party Detail Mandatory/Optional
    Consignor Enterprise Code Mandatory
    Phone Number Mandatory
    Authorized Economic Operator (AEO) Status Optional
    Consignee Company Name Mandatory
    Enterprise Code Mandatory if consignee is not “To Order”
    Phone Number Mandatory if consignee is not “To Order”
    Name of Contact Person Mandatory if consignee is not “To Order”
    Phone Number of Contact Person Mandatory if consignee is not “To Order”
    Authorized Economic Operator (AEO) Status Optional
    Notify Party Enterprise Code Mandatory if consignee is “To Order”
    Contact Person Mandatory if consignee is "To Order"
    Phone Number Mandatory if consignee is “To Order”
  4. Due to this adjustment in policy, Enterprise Codes are newly required as follows:

    Enterprise Code of Consignor/Consignee/Notify Party in China

    Unified Social Credit Code (USCC) or Organization Code (OC) is required as the Enterprise Code.

    If the shipper or consignee in China has a Unified Social Credit Code (USCC), provide the USCC in the form of “USCI + USCC code”.
    If there is no USCC, provide the organization code in the form of "OC + organization code".

    Enterprise Code of shipper/consignee/notify party other than China

    Non-China shipper/consignee/notify party’s Enterprise code is required. Since different Enterprise Codes are used in each country, please check and provide the correct information.

    Examples of Enterprise Codes are:

    Australia - Australian Business/Company Number (ABN/CBN)
    Federated States of Micronesia - IMO Number
    Japan - Legal Entity Identifier (LEI) or Central Index Key (CIK)
    Papua New Guinea - Trade Register Number
    Philippines - Securities and Exchange Commission (SEC)
    Timor-Leste - Legal Entity Identifier (LEI)
    Marshall Islands - Legal Entity Identifier (LEI) or Central Index Key (CIK)
    USA - Central Index Key (CIK) or Employer Identification Number (EIN)

To comply with the above regulatory requirements and ensure no delays with China Customs clearance, please ensure to provide the data in your Shipping Instruction (SI) for shipments to and from China from 1st June 2018 onwards. Please follow the documentation cut-off as advised by your nearest booking office.
